Biography of Mufti Besmellah Bassam
Mufti Besmellah Bassam, President of Nimruz University, was born in 1370 Solar Hijri (1991/1992) in Darul-Hijrah into a family committed to religious and Islamic values. From his youth, he showed a strong interest in acquiring Islamic knowledge and, through great dedication and perseverance, completed his higher education in Afghanistan, Iran, and Pakistan.
During the first period of the Islamic Emirate of Afghanistan, he was a Taleb Elm (religious student).
Furthermore, during the sacred jihad of the Islamic Emirate of Afghanistan, Mufti Besmellah Bassam served as the head of the district commission in Qala-e-Kah and as the head of the Commission for the Prevention of Civilian Casualties in Ghor Province. After the victories, he spent three years teaching as an instructor at a jihadi madrasa in Nimruz Province.
Currently, based on the decree of the Amir al-Mu’minin (may Allah preserve him), Mufti Besmellah Bassam has been appointed as the President of Nimruz University. With a focus on academic development and the expansion of academic infrastructure, he has designed comprehensive programs to enhance the university’s academic standards.
Among his plans aimed at expanding and strengthening the university’s academic programs—aligned with international academic standards and improving the curriculum—are the following:
Capacity Building for Faculty and Students: Organizing specialized training programs for professors and creating educational opportunities for students within the country.
Infrastructure Development: Constructing and expanding university buildings and facilities to improve the educational and research environment.
Strengthening National Partnerships: Establishing scientific and research collaborations with reputable universities in the country, as well as signing numerous memoranda of understanding with governmental (Emirate) and private institutions.
