The Deputy for Academic and Student Affairs is considered the core and backbone of the university and one of the most important academic positions within the institution. It serves as the central pillar of the teaching process and the scientific activities of faculty members. The training of committed, skilled, and specialized professionals, as well as the pursuit of progress, development, independence, and self-sufficiency, largely depends on the efforts carried out through this office. In essence, it represents the fundamental purpose behind the organizational structure and academic activities of the university.

In general, the Vice Presidency for Academic and Student Affairs is responsible for developing educational and academic policies for faculty members in order to standardize teaching practices. It also supervises and guides academic conferences, oversees recruitment into the academic cadre, academic promotions, and faculty capacity building through workshops and scientific seminars. In addition, it prepares the agenda and follows up on the decisions of the Academic Council, supervises the academic plans and programs of faculties, and monitors matters related to entrance examinations (Kankor), academic recruitment examinations, appointments and separations in both public and private universities.

Furthermore, in the absence of the university president, this office supervises the overall affairs of the university and ensures the implementation of laws, regulations, bylaws, and resolutions to achieve academic objectives, along with performing other duties assigned in accordance with relevant rules and regulations.

Mission

The mission of this academic institution is to produce specialized and professional knowledge, transfer and develop up-to-date expertise, and train committed and skilled professionals through standardized theoretical and practical, market-oriented education. Achieving welfare and self-sufficiency is among its key objectives, which will be realized through strengthening the capacity of specialized academic staff and maintaining an effective and transparent management system.

Objectives

  • Formulating educational and research policies for faculty members to standardize teaching at the university.
  • Supervising the implementation of laws, regulations, bylaws, and resolutions to achieve academic objectives.
  • Guiding and monitoring academic plans and curricula of faculties and related institutions of the university.
  • Supervising matters related to the appointment, separation, development, growth, and academic promotion of faculty members.
  • Monitoring the preparation of textbooks and teaching materials for faculties and equipping the university library to ensure effective student use in accordance with international standards.
  • Developing policies to improve the academic level of education.
  • Regularly reviewing the theoretical and practical teaching processes to ensure the implementation of teaching plans in faculties.
  • Supervising academic conferences related to faculty promotion and development.
  • Presiding over the Academic Council in the absence of the university president to ensure timely decision-making.
  • Evaluating relevant personnel in order to improve performance and productivity.

Academic Council of Nimruz University

According to Article 16 of the Civil Higher Education Law, an Academic Council is established within higher education institutions to ensure better organization of academic, research, and teaching affairs. Articles 17 to 20 of the same law define the composition, duties, authorities, and procedures for holding meetings of the Academic Council. The Academic Council of Nimruz University operates in accordance with these legal provisions.

Composition of the Academic Council

The Academic Council of Nimruz University consists of the following members:

  • The President of Nimruz University as Chairperson
  • The Vice Presidents of the University as members
  • Director of Faculty Appointment and Academic Promotion as Secretary
  • Deans of the respective faculties as members
  • One faculty member from each faculty elected through free, secret, and direct elections by academic staff
  • Directors of the Professional Development Center, Research and Scientific Journal, and Quality Enhancement and Accreditation as members

Duties and Authorities of the Academic Council

The Academic Council is the highest decision-making body of Nimruz University and has the following responsibilities:

  1. Making decisions on the proposal of the university president regarding the appointment of vice presidents.
  2. Formulating higher education and scientific research policies and submitting them to relevant authorities.
  3. Developing and evaluating scientific and research programs.
  4. Proposing development plans.
  5. Supervising the implementation of educational plans and programs.
  6. Studying and proposing the establishment, development, division, merger, or dissolution of faculties and departments.
  7. Proposing the signing, amendment, extension, or termination of cooperation agreements and memoranda of understanding.
  8. Reviewing and proposing academic programs.
  9. Making decisions regarding the appointment or dismissal of academic staff members.
  10. Evaluating and approving academic promotions and academic ranks.
  11. Evaluating the scientific and academic activities of faculties and reporting them to the Ministry of Higher Education.
  12. Evaluating the activities of vice presidencies, publication departments, the central library, the Information Technology Center, the Scientific Research Coordination Center, postgraduate programs, and quality enhancement units.
  13. Approving honorary diplomas and awarding them where a doctoral program is established.
  14. Establishing specialized committees and delegating authority to them.
  15. Proposing the drafting or amendment of regulations and approving related procedures.
  16. Performing other duties assigned under relevant legal documents or referred by the University Presidency.

Meetings of the Academic Council

Regular meetings of the Academic Council are held once a month according to a pre-determined schedule. Extraordinary meetings may be convened when necessary by the decision of the president or upon the proposal of one-third of the council members.

Meetings are held with the presence of at least two-thirds of the members, and decisions are adopted by a majority vote of the members present.

A resolution of the Academic Council may be reconsidered before its finalization if justified reasons exist, upon the proposal of one-third of the members and with the approval of at least two-thirds of the council members.

Decisions of the Academic Council are implemented in accordance with the provisions of the law and communicated to the relevant authorities.
